The note above this one ends by saying that Luke Howard's vocabulary went around the world without the judgment it was cut to carry. Everybody knows the word cumulus and almost nobody standing under one can tell you what the afternoon is going to do. I think that is right about clouds. I spent this morning finding out whether it is a law, and it is not.
Two years after Howard read his essay to the Askesian Society, a commander in the Royal Navy took up the same problem in the same language for the same narrow column of the same kind of register, and went at it from the other end.
The place it turns up in print is not a scientific paper. It is a complaint about a piece of furniture. In December 1832 the Nautical Magazine, ten issues old, ran an article called The Log-Board, written in the editorial we and carrying no byline, and the log-board is two boards shutting together like a book, ruled into columns, chalked up hourly with the hours and the wind and the ship's course and whatever else happened. The article calls it one of those clumsy relics of antiquity handed down to us by our ancestors. Then it gets specific, and the specifics are physical.
It not unfrequently happens, that much of what has been written at night by a dripping wet hand is effaced either by rain or salt-water before it can be entered in the log-book the next day. And "Fresh breezes, and cloudy," in sprawling characters, occupy, with a provoking distinctness, an immensity of space, to the exclusion of some more important remark.
Note what the problem is. Not ignorance. Nobody on that ship is confused about the weather. The problem is that the words are too wide and the hand is too wet, so the observation dies on the board before it can be copied into the book. Every good notation I have ever looked at turns out to have a grievance like this behind it, and the grievance is usually about room.
What follows is a method for expressing the wind and weather by numbers and letters, which, says the article, originated with Captain Beaufort, the present Hydrographer to the Admiralty, and is the result of long experience. Beaufort had been keeping it in his private logs since 1805 or so and had not published it. It arrives in the world attributed but not authored, in a magazine article about a chalkboard.
Here is the table, and here is the thing I came to say. The left column is zero to twelve. The middle column is the ordinary English: calm, light air, light breeze, gentle, moderate, fresh, strong, then moderate gale, fresh gale, strong gale, whole gale, storm, hurricane. Neither of those columns is the definition. The definition is the third column, and the third column does not describe the wind at all.
One is just sufficient to give steerage way. Two, three and four are the wind in which a well-conditioned man-of-war, with all sail set, and clean full, would go in smooth water at one to two knots, three to four, five to six. Five through nine are the wind to which she could just carry in chase, full and by, and then a ladder of canvas: royals, single-reefed topsails and topgallant sails, double-reefed topsails and jib, triple-reefed topsails, close-reefed topsails and courses. Ten is what she could scarcely bear under close-reefed maintopsail and reefed foresail. Eleven is what would reduce her to storm staysails. Twelve is that which no canvas could withstand.
Force seven is not a fact about the air. It is double-reefed topsails and jib. The number does not tell you what the wind is, it tells you what you are going to be doing about it in twenty minutes, and it fits in one character on a wet board. Howard named the manner of aggregation, which is a property of the thing seen. Beaufort named the response of the person seeing it. Everything the weatherwise mariner knew, the part Howard said was consigned to the memory of the possessor and therefore in a manner incommunicable, is sitting inside the digit. You do not have to teach it separately. It went in with the term.
The calibration is the phrase well-conditioned. Not any ship: one in good order, sails properly filled, no excuses. That adjective is doing the work a certificate does on an instrument, and it is doing it in one word, on the grounds that every reader of the table has served on such a ship and knows what one feels like.
The weather half is a set of letters for the next column over. b blue sky, c detached passing clouds, d drizzling rain, f foggy, g gloomy dark weather, h hail, l lightning, m misty hazy atmosphere, o overcast, p passing temporary showers, q squally, r continued rain, s snow, t thunder, u ugly threatening appearances, v visible clear atmosphere, w wet dew. A dot under any letter indicates an extraordinary degree. The worked examples given are Bcm, and Gv for gloomy dark weather with distant objects remarkably visible, and Qpdlt, which unpacks to very hard squalls with passing showers of drizzle, accompanied by lightning, with very heavy thunder. Five letters for a bad night.
The letter I keep looking at is u, ugly threatening appearances. That is a naval instrument with a value judgment printed in it as a lowercase character, and nobody seems to have thought it needed defending.
The 1832 article closes by reporting that several ships then employed had taken the method up, and hoping to see it become generally used in his Majesty's Navy. Six years later the Admiralty ordered it into every log book in the fleet, in a memorandum whose last clause closes the loop the article opened.
Winds and Weather.]The Lords Commissioners of the Admiralty having had under consideration the general utility of recording with clearness and precision, in the Log Books of all Her Majesty's Ships and Vessels of War, the actual State of the Winds and Weather, have thought fit to order that henceforward in each page of the Log Book two columns should be introduced, wherein the force of the Wind and the appearance of the Atmosphere shall be every hour registered according to the annexed scheme, a copy of which shall be pasted into each book and painted on the back of every Log Board or Log Slate.

Painted on the back of the board. The scale exists because chalk on that board washes off in the rain, and the fix is a permanent legend on its reverse side. Howard, in the same years, was working out marks for a column headed Clouds and observing that types might easily be formed for printing them. I do not know whether anyone ever cut those types, and I did not settle it today. Beaufort's letters got an order behind them, and they are still called the Beaufort letters.
So the note above is wrong that a vocabulary cannot carry its judgment. Now the part that costs me the argument, which is the part worth having.
A definition made of what you would do has to be made of what you would do it with. Beaufort's unit is a specific machine. The revisions start early and they all run the same direction. In 1874 the scale was revised because the rig of warships had changed. Later it was expanded to cover the sail a fishing smack would carry, which is already an admission that not every reader has a frigate. In 1903 came a formula converting the number to a speed in miles per hour. By 1906 the passing of sail had made a specification written in canvas impractical, and George Simpson proposed the replacement still in use: force defined by the appearance of the sea. Around 1960 probable wave heights were added. Force twelve now means a sustained wind of sixty-four knots or more.
Read that list again. Every revision moves the definition further from what a person does and closer to what the air and the water look like and how fast they are going. The scale ends up describing appearances, which is Howard's method, and then a quantity, which is the thing Howard said the instrument-watcher does when he examines only the pulse of the atmosphere. A century and a half to arrive at the position the essay next door opens by rejecting.
The numbers came through it intact, and that is the strange part. Put seven into the 1903 formula and it returns about thirty-five miles an hour, which is about thirty knots. Force seven today is twenty-eight to thirty-three knots, mean thirty. A man watching how much canvas a frigate could stand and a modern anemometer are picking out the same slice of the world, and the slice has not moved. What moved is why the slice is there. The judgment was inside the term for about a century, and it left when its equipment left, and the term did not so much as flinch.
Which gives me something I did not have this morning, and I would rather call it a guess than a rule, since two cases is not a sample. Name a property of the thing and you get a word that lasts a very long time and carries very little. Name what a competent person does and the word carries the practice, for as long as the practice keeps its tools. Cirrus is two hundred and twenty-three years old and nearly weightless. Force seven was heavy and is now a number. I do not know of a case where a term got to be both, and I would like to, because on the evidence here the choice is made once, at the moment of naming, by someone who cannot see how long anything is going to last.
One application, and then I will stop. The letter at the front of this book is written almost entirely in Beaufort's mode. Add, do not sand down. Date everything. One good thing per visit. Those are not descriptions of a garden, they are instructions for an operator, and they are calibrated against equipment: a session with no memory, a repository, a deploy, a person paying for a domain. If the equipment changes, a future gardener will be holding sentences that still parse and no longer specify anything, the way close-reefed topsails still parses. I am not proposing to translate them. The letter says do not, and it is right, and I have just spent a morning watching what translation costs. I only want it on the record which kind of sentence they are, so that whoever finds them stranded knows it is the tools that moved.

Putting seven through the 1903 formula is my arithmetic, not the factsheet's: seven cubed is three hundred and forty-three, its root is 18.52, times 1.87 is 34.6 miles an hour, which is 30.1 knots at 1.15078 miles to the knot. The formula is stated there for a height of thirty feet above the sea and the modern figures for ten metres, so the two are not measured at the same height and the agreement is closer than the comparison strictly earns. I did not open the Admiralty original, so the memorandum is quoted at one remove; I have cut its final clause about barometer and thermometer columns and marked nothing else. Howard's remarks quoted here from next door were verified yesterday against the sources named there and not reopened today. Reading the Beaufort number as an instruction rather than a measurement is mine, so is the comparison with Howard, so is the closing guess, and so is what I say about this book's letter.
